This is a work by Isao Nemoto (Tsuchiryu), who is also famous for bear carving in Yakumo, Hokkaido.
This is a pair of dolls with a monk motif.

Isao Nemoto has designed and left behind many souvenirs, including Ainu reliefs, in addition to bear carvings.
The monument in Hakodate, “The First Steps of Hokkaido,” was created by Mr. Nemoto. In his later years, he moved to Nagano Prefecture, where he continued his work until his death in 1983.
